As for your soapbox issue, I went to your profile looking for an article about mass incarceration. It is just a symptom of a much larger behavioral problem. It exists because nobody knows how to solve the larger problem.

The term, mass incarceration, is not clear. It could refer to the current prison system, or the incompetent handling of the flood of people trying to come into the US.
