Great list. Those kind of decisions happen all of the time, large and small.
About 35 years ago, GM's largest battery customer asked for a new computer app. I could have designed and built it by myself in two weeks. My management did not like the computer language I was using and assigned it to another whole team.
A year later, it was still not done. GM lost that customer.
