The real problem is determining what the will of the people is. You claim to know, but why should I believe you.

Also, California gave Clinton 3.7 million more votes, but won the total by only 2.8 million. The Senate and Electoral College was intentionally set up to prevent one large state, California, from overwhelming the rest of the nation.

As for Puerto Rico, the latest referendum was tainted by a boycott. A new referendum should be revisited.

D.C. has a low population and no land to offset the difference. Some might argue that it would be a state of the Federal Government.
